[Solved] Fallback Language and language settings

First of all it seems I don't know the difference between the
Short code
Joomla filename
and the
Fallback

What do the "Short Code" do, what is that for? Is it for displaying the flags, cause the flag files are named:
"en.gif", "de.gif", etc.

The "Joomla filename" is just to show the language directory, cause it is not changeable?

and the Fallback?
I would like to set up a site in three languages
German (default)
English and
Japanese

So if there is no translation in Japanese I want to show it in English. Can I use the "Fallback" language for that?
I tried to set "en-GB" (same as the Joomla filename) and the content is switching to English if selecting Japanese, but the menus still remains German.
Do I have to activate something else here?

I have the same problem as no64. I’m using JoomFish 2.2.3. but I also had similar problems with version 2.1.7
My languages are “de” (default), “en”, “fr” and “it”. "fr" and "it" should have "en" as fallback language.
What ever fallback code I enter for “fr” or “it” they always fall back to the German version.
Even if I set “en” as the default language “fr” and “it” fall back to “de”
I tried different texts for the fallback code: “en-GB”, “en”, “EN”, 2 (ID for “en”) …
